Rich joined LCV in December 2008. He previously worked for two years at Volunteers of America, most recently as their Deputy General Counsel, and for five years at Lichtman, Trister & Ross, where his practice focused exclusively on tax exempt organizations including many state leagues. In addition, Rich served as an organizer and researcher at Common Cause for five years. Rich earned his B.A. from Haverford College and his J.D. from Northeastern University. Rich is a member of the Exempt Organizations Committee of the Tax Section of the ABA and is the author of "Playing the Percentages on Revenue Sharing -- Private Inurement, Private Benefit and Intermediate Sanctions," Taxation of Exempts (2004) and "Amendments to Section 527 Bring Welcome Relief to Many Political Organizations," Taxation of Exempts (2003). Rich has led workshops for groups such as the Association of Corporate Counsel, Chesapeake Bay Foundation, and Center for Nonprofit Advancement on topics including permissible advocacy activities for exempt organizations and the public support tests for public charities.
