Race Recap:

Los AngelesÆ infamous smog and struggles with overdevelopment require a leader who will represent CaliforniaÆs environmental interests in Congress.  Unfortunately for 27th District families, Jim RoganÆs priorities clearly did not include their health and safety.  Throughout his political career, Rogan has voted to weaken the California Clean Air Act and to prevent state environmental officials from strengthening air quality standards.  In Congress, he consistently voted to restrict local efforts to preserve remaining open space.  This year, Rogan earned a failing environmental rating of 7 percent on LCVÆs National Environmental Scorecard.  In contrast, LCV-endorsed candidate Adam Schiff, who earned a lifetime score of 100 percent from the California League of Conservation Voters, is clearly a leader who will fight for clean air and water and to protect California families.

Key Polling Results:

LCV, working with Greenberg Quinlan Research, Inc., surveyed likely voters in CaliforniaÆs 27th District from July 10-13, and again from Nov. 5-6, to determine the salience of environmental issues in this region.  Key poll findings include:

  • At the outset of the July poll, voters favored Schiff over Rogan, 44 percent to 40 percent.  After learning more about RoganÆs anti-environment record, SchiffÆs lead grew, with voters favoring him 48 percent to 37 percent. 

  • By Election Day, more than two-thirds of voters viewed the environment as a very important factor (38%) or an important factor (47%) in their voting decisions.  RoganÆs votes against the Clean Air Act were viewed as the most important reason to vote against him. 

Dirty Dozen Campaign Activities:

The LCV Action Fund named Rogan to its Dirty Dozen list of anti-environment candidates on June 21, 2000. Since then, LCVAF spent $275,000 to inform 27th District voters that when it came to fighting for clean air and water and protecting CaliforniaÆs families, Rogan was not on their side. 

In October, LCVAF launched a three-piece direct mail campaign aimed at exposing RoganÆs votes against clean air and safe drinking water standards.  The mail campaign also highlighted his votes to prevent local communities from curbing sprawl.  All told, LCVAF mailed 240,000 mail pieces to 80,000 targeted households in the 27th District. 

LCVAF hired a full-time campaign manager to develop and implement an aggressive earned media and grassroots campaign. At one event, volunteers donned gas masks and handed out flyers in Old Town Pasadena and at the Rose Bowl, where a banner-bearing plane urged viewers to vote against Rogan and his anti-clean air agenda.  LCVAF also placed 28,012 paid persuasion and identification calls, leafleted 15,000 households and went door-to-door talking to 10,000 voters.  In the final days before the election, LCVÆs ôGet Out the Voteö effort included 14,000 GOTV calls and 2,000 door-to-door visits.
