CHESTER, NH--The first phase of New England's hottest congressional race drew toward a close in traditional fashion yesterday, as Senator Bob Smith sought votes among the weekend crowds at local landfills before he and the fellow Republican challenging him for reelection, Representative John E. Sununu, marched in this town's annual parade. For his part, Smith has received backing from former New York mayor Rudolph Giuliani, two prominent environmental groups - the Sierra Club and League of Conservation Voters - as well as former Israeli prime minister Benjamin Netanyahu
