The Department of Commerce (DOC) is the agency that controls trade, economic growth, and technology and innovation. The DOC includes the National Oceanic and Atmospheric Administration (NOAA), which researches and creates policy concerning the oceans, atmosphere, space, and sun. The departments under NOAA of the National Ocean Service, the National Marine Fisheries Service, and the National Environmental Satellite, Data and Information Service all have tremendous impacts on ocean conservation and atmospheric research.

Secretary Carlos Gutierrez
Secretary Carlos M. Gutierrez was sworn in as Secretary of Commerce on February 7, 2005. He is the former chairman of the board and chief executive officer of Kellogg Company, and will now be a core member of Bush's economic team. One of Gutierrez's stated priorities is opening international markets to U.S. companies in order to create more jobs.
