House Appropriations Committee
The Appropriations Committee oversees the House's Federal budget responsibilities, including the appropriation of revenue for support of the Government, rescission of appropriations contained in appropriations Acts, and transfers of unexpected balances. The Committee is comprised of thirteen subcommittees, of which five have environmental impact: the Subcommittee on Agriculture, Rural Development, FDA, and Related Agencies, the Subcommittee on the Departments of Commerce, Justice, State, Judiciary and Related Agencies, the Subcommittee on Energy and Water Development, the Subcommittee on the Department of the Interior, and the Subcommittee on the Departments of Transportation and the Treasury.

David Obey (D-WI) is the Chairman on the House Appropriations Committee. With an 83% LCV Lifetime Score, Congressman Obey has long history as an environmental leader. He has been at the head of efforts to prevent anti-environmental legislation that threatens our natural resources. By voting against destructive proposals, such as drilling in the Arctic and environmental exemptions for the Department of Defense, Obey has proven that protecting the environment is a top priority. |

Now in his 18th term, Rep. Bill Young (R-FL) is Ranking Member on the powerful Appropriations Committee. Despite his relatively low LCV scores, a 29% LCV Lifetime Score, Young has shown consistency on one issue; offshore oil and gas drilling. In 2001 and 2002, Young supported amendments to prohibit drilling off the coasts of the Gulf of Mexico and California. Young's resistance to offshore drilling makes it all the more puzzling why he would support drilling in the Arctic and Bush's proposed energy plan. |
