House Budget Committee

Established by The Congressional Budget and Impoundment Control Act of 1974,  the House Budget Committee develops a concurrent budget resolution that sets spending and revenue levels for all Federal programs or activities, except those defined as off-budget or non-budgetary, such as Social Security and the Federal Reserve.

Leadership

  John Spratt (D-SC) is the Chairman on the House Budget Committee. Earning a 76%  LCV Lifetime Score over his thirteen Congressional terms, Spratt's environmental voting record varies by issue. In 2001, he voted to oppose President Bush's energy plan that favored polluting fossil fuel producers and developers over the environment and U.S. taxpayers. However, he also opposed increasing fuel economy standards. In 2003, he not only opposed the dirty Bush Administration energy bill, but also voted in favor of a clean sweep of pro-environment provisions including an oil savings amendment.
   
  Paul Ryan (R-WI) is the Ranking Member on the House Budget Committee. Now in his fifth term, Congressman Ryan has a LCV Lifetime Score of only 17%.
