Water and Power Subcommittee

The Subcommittee on Water and Power is responsible for all matters and measures concerning water resources planning conduct pursuant to the Water Resource Planning Act.  The Subcommittee is also charged with the generation and marketing of electric power from Federal water projects by Federally chartered or Federal regional power marketing authorities. Its jurisdiction includes the use and apportionment of interstate waters, water rights, major interbasin water or power movement programs, irrigation and reclamation projects, water recycling programs, and Indian water rights. The Subcommittee also covers water resource planning, research and development as well as saline water research and development.

Ken Calvert (R-CA 44) chairs the Subcommittee on Water and Power. He is currently in his sixth term representing California's 44 District. Calvert has a history of low ratings on LCV's National Environmental Scorecard; he received 5% in 2003 and 9% for the 107 Congress. On his website, Calvert claims to support research on renewable energy and energy-efficient technologies to help offset fuel imports and provide clean energy for Americans. However, in 2001, Calvert supported President Bush's energy policy which emphasized polluting fossil fuel development and production. He also voted against measures to increase fuel economy and energy efficiency.

Grace Napolitano (D-CA 38), currently in her third term representing California's 38th District, is the Ranking Democrat on the Subcommittee on Water and Power. Napolitano consistently receives high ratings on LCV's National Environmental Scorecard; 90% in 2003 and 95% for the 107th Congress. Since her election to Congress in 1998, Napolitano has supported environmental measures that protect the health and quality of life of the people in California. As a congressional member, she was successful in protecting the drinking water of 25 million Americans by working to relocate millions of tons of uranium waste away from an area near the Colorado River. As a member of the House Resources Committee, Napolitano has been an outspoken champion of a rule to protect nearly 60 million acres of national forest land from road building.
