Water Resources and Environment Subcommittee

The Subcommittee on Water Resources and Environment governs of issues related to water resources development, conservation and management, water pollution control and water infrastructure, and hazardous waste cleanup. Tthe Subcommittee oversees the water resources programs of the Army Corps of Engineers, the Clean Water Act, Superfund, ocean dumping, oil pollution, and other watershed protection programs under the EPA, the Tennessee Valley Authority, invasive/aquatic nuisance species, and some National Oceanic and  Atmospheric Administration (NOAA) programs like coastal zone management and natural resource damages.

John Duncan (R-TN 02) chairs the Subcommittee on Water Resources and Environment. In his time representing Tennessee's Second District since 1988, Congressman Duncan has not been a leader when it comes to protecting out natural resources. His rating on LCV's National Environmental Scorecard was 10% in 2003 and 18% for the 107th Congress. He has voted against a number of measures designed to protect our environment, such as tougher arsenic standards for drinking water and banning drilling in the Arctic National Wildlife Refuge, while supporting harmful proposals, like Department of Defense environmental exemptions and construction of Yucca Mountain as a nuclear waste repository.

Jerry Costello (D-IL 12) is the Ranking Democrat on the Water Resources and Environment Subcommittee. He is in his ninth term representing the 12th District of Illinois. Congressman Costello's National Environmental Scorecard ratings have been moderate throughout his career. He received a score of 70% in 2003 and 59% for the 107th Congress. Costello supports legislation that provides tax incentives for improved clean-coal technologies. He voted for President Bush's 2001 energy policy, which gave substantial subsidies for clean coal, and against measures to increase fuel economy and energy efficiency.
