There is perhaps no greater example of the difference between the 109th Congress and the 110th than the change in leadership of the Senate Environment and Public Works Committee, which goes from being chaired by Senator Inhofe (LCV Lifetime Score of 5%) to being chaired by Senator Boxer (LCV Lifetime Score of 89%).
