Voinovich claims that he is committed to ôstrong protection for public health and the environment.ö However, his voting record on environmental issues belies this statement: he cast only four pro-environment votes over his five years in the Senate. His 2003 LCV score is 11%.

Photo: Senator CarperSenator Thomas Carper (D-DE) is the Ranking Member of the Senate Environment and Public Works Subcommittee on Clean Air, Climate Change, and Nuclear Safety. He represented Delaware in the U.S. House from 1982-92, and was Delaware's Governor from 1992-2000. In 2002 he offered an amendment to the energy bill that, if it had passed, would have required the Transportation Department to reduce the oil consumption of cars and light trucks by a minimum of 1 million barrels per day by 2015. Sen.
