LETTER: Vote NO on H.R. 1047, H.R. 3015, and H.R. 3062

This week the League of Conservation Voters (LCV) led more than 30 organizations in sending the following letter to the House of Representatives, urging Members to oppose H.R. 1047, H.R. 3015, and H.R. 3062. LCV will strongly consider scoring votes related to H.R. 1047, H.R. 3015, and H.R. 3062 in the 2025 National Environmental Scorecard.

RE: Vote NO on H.R. 1047, H.R. 3015, and H.R. 3062

Dear Representatives:

On behalf of our millions of members and supporters, the 33 undersigned organizations write to oppose the following pieces of legislation (H.R. 1047, H.R. 3015, and H.R. 3062) that will be considered on the House floor this week. These proposed pieces of legislation would exacerbate the climate crisis, perpetuate environmental injustices, and undermine US economic and national security by prolonging reliance on risky, dirty, expensive, and volatile energy sources.

These bills would advantage and encourage new dirty energy production and infrastructure, despite the well-documented increased costs to consumers, harms to public health, and heightened threats to our communities, environment and climate. People across the country support transitioning to clean energy that is cheaper and faster to deploy, and oppose putting a thumb on the scale for antiquated, dirty, and expensive fossil fuels, yet these bills would do just the opposite.

By promoting the expansion of fossil fuel production, burning, and exports, these bills would delay the transition to a clean, secure, and affordable energy system that would bring true energy independence and security. Fossil fuel executives are already raking in huge profits at the expense of families and future generations, yet their supporters in Congress are putting forward these bills to lock us into increased extraction, high and volatile energy prices, and environmental degradation in exchange for even higher profits for oil and gas companies.

We urge opposition to the following bills:

  • H.R. 1047, the Guaranteeing Reliability through the Interconnection of Dispatchable Power Act (GRID Power Act): OPPOSE
    • Requires the Federal Energy Regulatory Commission (FERC) to issue a rule to change the interconnection queue process to let fossil fuel-fired power plants cut to the front of the line for connecting to regional grids. Rather than prioritizing antiquated, dirty, expensive, and unreliable energy sources in the face of accelerating and worsening extreme weather disasters, legislation should encourage FERC to demand that regional grid operators clear their queues as quickly as possible to let more cheap and clean energy access our grids rapidly.
  • H.R. 3015, the National Coal Council Reestablishment Act: OPPOSE
    • Permanently reauthorizes the National Coal Council, an advisory committee to the Department of Energy (DOE) providing advice and recommendations on coal policy and industry. Under current law, the council requires DOE approval every two years. In the wake of the administration’s promise to take aggressive action on coal, this bill would be another step toward prompting expedited coal production that would harm communities and the climate.
  • H.R. 3062, the Promoting Cross-border Energy Infrastructure Act: OPPOSE
    • Requires FERC to approve oil and gas pipelines to Canada or Mexico within 30 days, significantly limits requirement for certificates of crossing for modifications to existing pipelines, and limits environmental review and public input. Decreasing scrutiny for cross-border pipelines would lead to increased emissions and deny affected communities sufficient input opportunities.

In summary, we write to express our concern with any efforts to further tip the playing field towards fossil fuels and dirty energy infrastructure. We urge the Representative to vote NO on H.R. 1047, H.R. 3015, and H.R. 3062.
