LETTER: LCV Opposes H.R. 4593 the SHOWER Act and H.R. 5184 the Affordable HOMES Act

Yesterday, the League of Conservation Voters (LCV) sent the below letter to the U.S. House of Representatives to oppose H.R. 4593 the SHOWER Act and H.R. 5184 the Affordable HOMES Act. LCV will strongly consider scoring votes related to this legislation in the 2026 National Environmental Scorecard.

Re: Oppose H.R. 4593 the SHOWER Act and H.R. 5184 the Affordable HOMES Act

Dear Representative: 

The League of Conservation Voters (LCV) believes that everyone has a right to clean air, clean water, public lands, and a safe climate protected by a just and equitable democracy. Each year, LCV publishes the National Environmental Scorecard, which details the voting records of members of Congress on environmental legislation. The Scorecard is distributed to LCV members, concerned voters nationwide, and the media.

We urge you to OPPOSE the following anti-environmental bills when they come up for votes in the House. Instead of addressing rising costs affecting American households, these bills eliminate energy and water efficiency standards that decrease utility costs for families:

  • H.R. 4593, the Saving Homeowners from Overregulation With Exceptional Rinsing (SHOWER) Act, would effectively eliminate already-attained federal showerhead efficiency standards by changing the legal definition of a showerhead to allow higher overall water use. This will result in higher household water and energy costs, place additional strain on water and energy infrastructure, and shift costs onto consumers and utilities, with disproportionately high burdens on renters and low income households. 
  • H.R. 5184, the Affordable Housing Over Mandating Efficiency Standards (HOMES) Act, would strip congressionally-directed authority from the Department of Energy for setting energy efficiency standards for manufactured homes, which includes mobile homes. Eliminating these money-saving standards would lock families living in manufactured homes into higher energy costs, increase electric grids’ strain, drive up long term utility and infrastructure expenses for ratepayers, and undermine proven solutions that keep living costs affordable. This bill disproportionately harms low income, rural, and senior households that rely on manufactured homes as both renters and owners. 

For all these reasons, we urge you to vote NO on H.R. 4593 and  H.R. 5184. LCV will strongly consider including votes on these bills in our 2026 National Environmental Scorecard. If you would like more information, please reach out to a member of our government relations team.
