House Representative

Cait
Conley

NY-17
D

Cait Conley is a lifelong public servant and a national security expert who understands the threats that climate change and pollution pose to Americans and will fight back on behalf of New York families.

Conley, a fourth-generation Hudson Valley native, attended the U.S. Military Academy at West Point and later earned a Master of Public Policy from the Harvard Kennedy School and a Master of Business Administration from the Massachusetts Institute of Technology. Conley served for 16 years as an active duty Army officer, with six combat zone deployments and numerous military decorations. She went on to serve as director for counterterrorism on the National Security Council under the Biden administration and worked alongside the Cybersecurity and Infrastructure Security Agency to defend the integrity of America. Drawing from her background as a national security professional, Conley recognizes the enormous threat that climate change and pollution pose to American families, jobs, and infrastructure.

As a representative, Conley will elevate climate issues and strive to restore investments in clean energy, grid modernization, and sustainable infrastructure that will bring down energy bills and protect communities. Conley is the first openly LGBTQ+ woman to represent New York in Congress.

Conley joins the U.S. House after defeating former Representative Michael Lawler, who earned a spot on LCV Victory Fund’s 2026 Dirty Dozen, with a 17% lifetime score on LCV’s National Environmental Scorecard.

“I promise that I will continue to do what I’ve done throughout my career in service, which is advocate for the safety and security of my communities and the best future possible for America. I promise to lead the charge on ensuring we tackle climate change like the national security issue it has become.” – LCVAF Questionnaire
