Manny Rutinel is an environmental attorney and member of the Colorado House of Representatives who has championed affordable housing, environmental justice, and healthcare access for working-class families.
After earning his undergraduate degree in microbiology and economics, Rutinel worked as an economist for the Army Corps of Engineers where he served communities in need, including as a First Responder following Hurricane Maria. He went on to earn his masters in economics from Johns Hopkins University and his law degree from Yale Law School before becoming an environmental attorney for Earthjustice. After years fighting corporate polluters and standing up for American communities, Rutinel founded a nonprofit that drove pollution reductions through facilitating plant-based meat substitutions. In 2023, Rutinel joined the Colorado House of Representatives, where he has worked to ban the sale of toxic “forever chemicals,” increase pollution monitoring, and create initiatives to expand tax credits and affordable housing for low-income families.
As a representative, Rutinel will continue to champion climate and environmental issues, advancing clean energy as an affordable, reliable solution while standing up for previously underserved, overpolluted communities.
Rutinel joins the U.S. House after defeating former Representative Gabe Evans, who earned a spot on LCV Victory Fund’s 2026 Dirty Dozen with a 6% lifetime score LCV’s National Environmental Scorecard.
“As a former environmental attorney, I believe that bold action is needed to transition to clean energy, protect our natural resources, and ensure environmental justice for all communities – especially those most affected by pollution and climate change.” – LCVAF Questionnaire
