LCV Congratulates Senator Mark Warner and Other Endorsed Virginia Candidates

Nov 4, 2026

Washington, D.C. — The League of Conservation Voters (LCV) congratulates Senator Mark Warner, Representatives Jennifer McClellan (VA-04), Eugene Vindman (VA-07), Don Beyer (VA-08), Suhas Subramanyam (VA-10), and James Walkinshaw (VA-11), and Representatives-elect Shannon Taylor (VA-01), and Elaine Luria (VA-02) on their wins in Virginia.

“Virginians chose leaders who understand that families deserve affordable clean energy, clean air and water, and healthy communities,” said LCV President Pete Maysmith. “This incredible slate of climate champions will stand up for Virginia communities, hold Big Polluters and powerful corporate interests accountable, and fight for a clean energy future that lowers costs and works for everyone. We congratulate them on their victories and look forward to working together in the next Congress.”

LCV Victory Fund invested over $1.5 million to defeat Rob Wittman and elect Shannon Taylor. VA-01 was a part of LCVVF’s Early House Program, which was its earliest ever paid investment in House races. The program included digital ads that called out Rob Wittman for cutting clean energy and raising energy bills through his votes for the Republican Tax Law (Skyrocket) and included testimonials from voters who were experiencing rising utility costs (Tiffany). Polling before and after this investment showed that this work effectively moved the race 4 points towards Taylor thanks to messaging focused on clean energy affordability.

Opposition to data center development and concerns around the environmental impacts rapidly surged from 2025 to 2026, presenting a clear opportunity for LCV Victory Fund to connect with voters on an issue that linked climate impacts, rising utility costs, and corruption. Programming included tongue-in-cheek ‘90s’ style informercial style ads that called out Rob Wittman for taking money from data center developers and supporting giving them an $80 billion in tax break (Incredible Deal). Ad testing determined that the ads increased unfavorability for Republicans by 8 percentage points and moved vote choice towards Democratic candidates by 4.7 percentage points.

LCV Victory Fund also invested $500,000 to elect Tom Perriello over John McGuire. The spend included digital ads highlighting McGuire’s record of receiving campaign donations from Dominion Energy and his votes to give them tax breaks. In addition to digital advertising, LCVVF ran an on the ground organizing program supporting Shannon Taylor (VA-01) and Elaine Luria (VA-02) and knocked over 75,000 doors from October through Election Day in Virginia.

LCV’s GreenRoots member mobilization program turned out LCV members to volunteer for endorsed candidates Mark Warner, Shannon Taylor, Elaine Luria, and Jennifer McClellan in Virginia as part of a nationwide field program to help elect environmental champions that drove over 32,500 volunteer shifts that turned out voters through 1,200,000 door knocks, phone calls, and letters. GreenRoots volunteers also canvassed with Shannon Taylor in Virginia’s 1st Congressional District to talk with voters about data centers, rising energy costs, and protecting Virginia communities.

Environmental donors contributed $4,160,000 to Virginia candidates via GiveGreen. GiveGreen — a partnership between LCV Victory Fund and NRDC Action Votes that helps grassroots donors directly contribute to pro-environment candidates — raised $28.8 million for the 2026 cycle.

These are just some of the climate champions who won up and down the ballot in Virginia, reaffirming that addressing the climate crisis and affordable clean energy solutions are winning issues for voters.
