Dr. Richard Pan is an accomplished physician who has pushed for bold action to fight climate change and for healthy communities in the California State Assembly and State Senate.

After graduating with an M.D. from the University of Pittsburgh and a Master’s of Public Health from Harvard University, Dr. Pan served patients as a physician, helping lead UC Davis’ Pediatric Residency Program and founding a grassroots initiative connecting pediatricians with local neighborhoods. Dr. Pan served in both the California state Assembly and state Senate, where he prioritized environmental health as key to better public health. As a state legislator, Dr. Pan worked to push California to clean electricity sources, supported comprehensive climate planning programs, and advanced legislation on flood protection and habitat restoration. He was the Senate’s leading voice for community health, and defended clean air and water protections that reduce pollution while standing up to Robert F. Kennedy Jr.’s anti-vaccine attacks.

As a representative, Dr. Pan will continue championing public and environmental health, working to prevent climate disasters before they happen, and prioritizing climate-smart policies that lower costs for families. During his time in the California Assembly and Senate, Dr. Pan received a lifetime score of 83% on California Environmental Voters’ Environmental Scorecard.

Dr. Pan joins the U.S. House after winning election in California’s newly-redrawn open Sixth Congressional District, a seat formerly held by Representative Ami Bera, who earned a 95% lifetime score on LCV’s National Environmental Scorecard.

“Protecting the environment is part of protecting public health and lowering long-term costs. Throughout my career, I have supported evidence-based policies that reduce pollution and invest in prevention, and I will bring that same approach to Congress.” – LCVAF Questionnaire
