Washington, D.C. — The League of Conservation Voters (LCV) congratulates Representatives-elect Mitchell Berman (WI-01) and Rebecca Cooke (WI-03) on their wins in Wisconsin.
“Congratulations to Representatives-elect Berman and Cooke on their wins in Wisconsin!” said LCV President Pete Maysmith. “These new members of the U.S. House bring a strong commitment to fighting for America’s farmers, veterans, and communities, and they understand that clean energy solutions are critical to lowering costs and reducing harmful pollution. We are excited for the opportunity to work hand-in-hand in the next Congress.”
LCV Victory Fund invested over $1.8 million to elect Rebecca Cooke and defeat Dirty Dozen member Derrick Van Orden. The spending included digital and broadcast TV ads focused on Van Orden’s ties to data center developers and the harmful impacts data centers have on water quality and utility costs. LCV Victory Fund, in partnership with Wisconsin Conservation Voters IEC, ran a large-scale on the ground organizing program supporting Rebecca Cooke and knocked over 40,000 doors from September through Election Day in Wisconsin’s third district.
Opposition to data center development and concerns around the environmental impacts rapidly surged from 2025 to 2026, presenting a clear opportunity for LCV Victory Fund to connect with voters on an issue that linked climate impacts, rising utility costs, and corruption. Programming in WI-03 also included tongue-in-cheek ‘90s’ infomercial style ads that called out Van Orden for taking money from data center developers and voting to give them an $80 billion in tax break (Incredible Deal). Ad testing determined that the ads increased unfavorability for Republicans by 8 percentage points and moved vote choice towards Democratic candidates by 4.7 percentage points. Digital ad programming on data centers also included a spot that highlights Van Orden’s record of taking money from data center interests and voting to give them tax breaks, and the role data centers play in polluting Wisconsin water and raising energy costs.
LCV’s GreenRoots member mobilization program turned out LCV members to volunteer for Rebecca Cooke’s campaign as part of a nationwide field program to help elect environmental champions that drove over 32,500 volunteer shifts that turned out voters through 1,200,000 door knocks, phone calls, and letters.
Environmental donors contributed $857,000 to Wisconsin candidates via GiveGreen. GiveGreen — a partnership between LCV Victory Fund and NRDC Action Votes that helps grassroots donors directly contribute to pro-environment candidates — raised $28.8 million for the 2026 cycle.
These are just some of the climate champions who won up and down the ballot in Wisconsin, reaffirming that addressing the climate crisis and affordable clean energy solutions are winning issues for voters.
