Representative Mike Johnson (R-LA) offered an amendment to H.R. 729, the Coastal and Great Lakes Communities Enhancement Act, which would introduce the text of the Streamlining Environmental Approvals Act (SEA Act) into the bill. The SEA Act would gut core provisions of the Marine Mammal Protection Act and fast-track harmful seismic airgun blasting, a method for surveying oil and gas deposits in the ocean that produces noise at such high volume that marine mammals may be disturbed, injured, or killed. The rejection of this amendment is a victory for protections for marine mammals and biodiversity. On December 10, the House rejected the Johnson amendment by a vote of 160-259 (House roll call vote 666). NO IS THE PRO-ENVIRONMENT VOTE.
