Washington, D.C. — Today, the League of Conservation Voters (LCV) released its 2025 National Environmental Scorecard at a virtual press conference with Senators Chris Van Hollen and Lisa Blunt Rochester and Representative Rivas. Since 1970, LCV’s Scorecard has been the primary yardstick for evaluating the environmental records of members of Congress and is available for download here, online at lcv.org/scorecard, and highlighted on LCV social channels. The 2025 National Environmental Scorecard reveals an unprecedented year – with a record number of votes total across both chambers – where Republicans in Congress repeatedly chose loyalty to the Trump administration and Big Polluters over making life more affordable, safer, and healthier for their own constituents. The result has been higher energy costs for families, lost jobs and economic opportunities, the sell off tens of millions of acres of public lands and waters to Big Polluters, fewer clean air and water safeguards, and increased pollution. Congressional Republicans advanced efforts to undermine our freedom to vote threatening to free and fair elections; however, those efforts were blocked in the Senate.

The 2025 National Environmental Scorecard analyzes the numerous attacks launched by MAGA Republicans in Congress to gut protections for our communities and environment while handing more power to the president and undermining our democracy. House and Senate Republicans repeatedly voted to undermine the growth of affordable and fast to deploy clean energy, sell off public lands and prioritize handouts to Big Polluters, and shut down the government. While Republicans in both chambers slashed protections for our environment at the behest of their fossil fuel cronies, families across the country continued to experience rising harms and costs.
“We’ve never seen a Congressional majority so willfully abandon its responsibilities to protect their own constituents and the Constitution and instead relentlessly attack the health and safety of our communities, our environment, and our right to a free and fair democracy,” said LCV Senior Vice President for Government Affairs Sara Chieffo. “Those members of Congress who voted for the Big Ugly Bill killed clean energy incentives at a time when energy demand is at all time highs and energy prices are rising higher than ever. It’s no surprise that while this Congress has been doing the bidding of President Trump and Big Polluters, utility costs rose 13% nationwide last year. We commend the members of Congress who forced votes to protect U.S.-made clean energy, our treasured public lands, critical federal agency funding, and our rights — pushing back on extreme Republican efforts to make it harder for people to vote and hand even more power to Trump.”
“Knowledge is power,” said Senator Blunt Rochester (DE), who earned a 97% on the 2025 Scorecard. “In Delaware, we feel the effects of climate change. It’s not just a theoretical thing, it’s not a political thing. It is a reality for our farmers, and for our coastal and environmental justice communities. As people go to the voting booths, they need to have knowledge of who’s fighting for them. People know what it means to have cheaper, cleaner, better energy. It’s on all of us to keep fighting to protect our planet, lower costs, and defend public health. That is why the work that LCV does every day is so important, because it holds members of Congress accountable and continues the fight.”
“Americans have a lot of things going on in their lives,” said Senator Van Hollen (MD), who earned a 100% on the 2025 Scorecard. “They need a trusted source to keep track of how members of Congress are voting on issues they care deeply about. And that’s what LCV does. Rarely will a member of Congress say in public they’re against clean air and clean water. But then, they vote to let the polluters get away with dirtying our air and water. Americans know they can turn to the LCV Scorecard to find out how members of Congress voted. At the end of the day, that accountability is absolutely essential to making sure that our democracy works the way it’s supposed to work.”
“I refuse to stand by as this Administration tries to turn environmental justice communities like mine in the San Fernando Valley into dumping grounds for polluting industries,” said Representative Rivas (CA-29), who earned a 100% on the 2025 Scorecard. “ All Americans deserve to breathe clean air, have safe drinking water, and enjoy our public lands. I am proud to work with my colleagues and the League of Conservation Voters to protect these resources for all and stand up to this Administration’s agenda that places polluters over people.”
Combined, there were a record number of 66 votes in the annual Scorecard, primarily undermining the programs and laws that advance a safe climate, environment, and democracy.

The 2025 National Environmental Scorecard also highlights the leadership of members of Congress in the Tri-Caucus, who led bills and initiatives for climate, conservation, environmental justice, and free and fair elections. These pro-environment, pro-democracy champions in Congress fought tirelessly against Republican-led attacks. Leadership from members of the Congressional Asian Pacific American Caucus (CAPAC), Congressional Black Caucus (CBC), and Congressional Hispanic Caucus (CHC) scored an average of 99% on the 2025 National Environmental Scorecard. The Scorecard also honors longtime champion for environmental justice, for public lands and for climate action former House Natural Resources Committee Chair Raúl Grijalva of Arizona who passed away in February, 2025.
