The League of Conservation Voters will consider including votes related to these amendments in our 2025 National Environmental Scorecard.

23 and 24. Perry (PA) These amendments would prohibit the Delaware River Basin Commission from using funds to enforce their unanimously-passed ban on hydraulic fracking, a practice which would increase both air, water, and groundwater pollution and jeopardize the health of communities, ecosystems, and wildlife that depend on the river. These amendments compromise the long-term health and resilience of the Delaware River, its watershed and its residents.
25. Perry (PA) ARPA-E is an essential catalyst of high potential energy technologies that can lower energy costs and improve American energy security. After nearly 20 years, ARPA-E has provided $4.21 billion in R&D funding that has resulted in $14.6 billion in private-equity follow-on funding and over 1,000 patents – keeping the US competitive in the next generation of energy technologies.
26. Perry (PA) The Advanced Technology Vehicles Manufacturing (AVTM) Loan Program provides loans to support the domestic manufacturing of advanced vehicles and vehicle components. As the automotive industry becomes more globally competitive with nations racing to reduce emissions from the transportation sector, this amendment would cut the very resources that help automakers build for the future.
27. Perry (PA) The Title 17 Loan Program finances projects in the United States that support clean energy deployment and energy infrastructure reinvestment to reduce greenhouse gas emissions and air pollution while catalyzing the green energy economy. The Title 17 Loan Program increases clean energy generation and manufacturing while creating jobs across the country – this amendment would put this progress and economic activity out of reach.
32. Roy (TX) The DOE Office of Energy Efficiency and Renewable Energy (EERE) plays a pivotal role in accelerating research, development, and demonstration of technologies and solutions that boost U.S. economic competitiveness and job creation, advancing our national security and energy security, reducing emissions of greenhouse gases and other harmful pollutants, and ensuring that the clean energy economy benefits all communities. Defunding EERE, as this amendment proposes, would seriously put American clean energy innovation at risk.
33. Schweikert (AZ) This amendment makes $37 billion worth of cuts to unobligated funds within Energy and Water accounts, including fully cutting Department of Energy programs. This amendment would decimate American energy and innovation – undermining our ability to be global leaders in providing the next generation of affordable clean energy to the grid.
