LETTER: LCV Opposes H.R. 7296, the SAVE America Act, and H.R. 7300, the MEGA Act

Yesterday, the League of Conservation Voters (LCV) sent the below letter to the U.S. House of Representatives to oppose H.R. 7296, the SAVE America Act, and H.R. 7300, the MEGA Act. LCV will strongly consider scoring votes related to this legislation in the 2026 National Environmental Scorecard.

Re:  Oppose H.R. 7296, the SAVE America Act, and H.R. 7300, the MEGA Act

Dear Representative,

The League of Conservation Voters (LCV) believes that everyone has a right to clean air, clean water, public lands, and a safe climate protected by a just and equitable democracy. Each year, LCV publishes the National Environmental Scorecard, which details the voting records of members of Congress. The Scorecard is distributed to LCV members, concerned voters nationwide, and the media.

We urge you to vote NO on H.R. 7296, the Safeguard American Voter Eligibility Act (SAVE America Act), and H.R. 7300, the Make Elections Great Again (MEGA) Act. These bills, both expansions of the SAVE Act, attempt to exploit harmful anti-immigrant sentiments to undermine the freedom to vote. These bills would make registering to vote significantly harder for tens of millions of eligible citizens, including significant numbers of citizens born in the United States.

Existing legal penalties for non-citizen voting are severe and election administrators are already well-equipped to prevent what has been shown to be an extraordinarily rare occurrence. These SAVE Act variants purport to prevent non-citizen voting by requiring all those registering or updating their voter registration to present documentary proof of citizenship in person, such as a passport or birth certificate. Over one hundred forty million U.S. citizens do not have passports, many millions cannot readily access their birth certificates, and millions of Americans, particularly married women, do not have birth certificates showing their current legal names. Under these bills, driver’s licenses would not suffice even in states with strict voter ID requirements.

In addition to those harms and the chaos of imposing these mandates on local election officials, these new versions of the SAVE Act would create even more problems. They both go further than the SAVE Act by adding even more logistically burdensome red tape for voters and election officials when registering and voting. The SAVE America Act would insert the Department of Homeland Security into state and local election systems, violating voters’ privacy. The MEGA Act would force an end to universal vote by mail in the eight ideologically diverse states that currently use it. These burdens would fall especially hard on military voters, voters with disabilities, native voters, student voters, and rural voters, among others.

These bills would not make our elections more secure. Instead, they would weaken our democracy by denying eligible Americans their rights and burdening our hard-working local election officials. They would end online voter registration, voter registration drives, and voter registration by mail. They would create significant barriers to voting for massive numbers of eligible American voters and cause the biggest federal voting rights rollback in the history of the United States.

For all these reasons, LCV strongly urges you to vote NO on H.R. 7296, the SAVE America Act, and H.R. 7300, the MEGA Act. We will strongly consider including votes on these bills in our 2026 Scorecard. If you would like more information, please reach out to a member of our government affairs team.
