No

Representative Biggs (R-AZ) offered amendment #139 to H.R. 3055, the Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2020, which would have eliminated funding for the Environmental Protection Agency’s (EPA’s) program to evaluate the health and environmental hazards of chemicals, known as the Integrated Risk Information System (IRIS). This key program for public health is relied upon by other EPA programs and state and local agencies to help determine air and water pollution limits, waste site cleanup standards, and other risk levels and regulatory actions. On June 20, the House rejected the Biggs amendment by a vote of 157-275 (House roll call vote 390).  NO IS THE PRO-ENVIRONMENT VOTE.
