BIDEN-HARRIS ADMINISTRATION INVESTS IN GRIDS, TRANSMISSION, AND RURAL CLEAN ENERGY: Today, the Department of Energy announced it will invest nearly $2 billion to help build or expand capacity along nearly a thousand miles of transmission lines and to fund microgrids and other critical grid resiliency projects. Additionally, the Department of Agriculture announced it is rolling out $126 million for rural clean energy.
OUR TAKE: LCV Vice President of Federal Policy Matthew Davis said, “Today, the Biden-Harris administration announced billions of dollars in investments to help make our electricity systems more robust, resilient, and reliable, and boost energy efficiency and renewable energy production, especially for farms and rural businesses. In the wake of the recent fossil-fueled extreme weather catastrophes that left millions without power, and the increasing energy demand from the U.S. clean energy manufacturing boom, it could not be more clear that our grids are in desperate need of the modernization and innovative technologies these federal investments will bring. Alongside grid improvements, federal investments in energy efficiency and clean energy production in rural communities will reduce energy costs, help keep more family farms running, and provide opportunities for the next generations. We applaud the Biden-Harris administration for continuing to deliver affordable clean energy, and its cost-saving and environmental benefits, to families across the country. ”
BIDEN-HARRIS ADMINISTRATION DESIGNATES FIRST NATIONAL MARINE SANCTUARY PROPOSED BY TRIBES: The Biden-Harris administration designated the Chumash Heritage National Marine Sanctuary off the coast of central California. The sanctuary is the third largest in the country, and the first to be proposed and managed by an Indigenous community.
BIDEN ANNOUNCES FUNDING TO IMPROVE ELECTRICAL GRID RESILIENCE: During his visit to survey the damage caused by Hurricane Milton, President Biden announced $612 million, including $94 million set aside for projects in hurricane-ravaged Florida, to improve the resilience of electrical grids to extreme weather events.
UTAH GEOTHERMAL PROJECT GETS BLM APPROVAL: The Interior Department’s Bureau of Land Management (BLM) gave final approval for a massive geothermal energy project in Utah. The project, the Cape Geothermal Power Project, could generate enough clean, renewable electricity to power more than 2 million homes once fully operational.
LCVVF, EMILYS LIST LAUNCH $800K MAIL IN PROGRAM IN WISCONSIN SENATE RACE: Ahead of tonight’s debate between Senator Tammy Baldwin and Eric Hovde, LCV Victory Fund and EMILYs List announced a new $800,000 mail program in support of Tammy Baldwin and Kamala Harris. The three-piece mail program will hit mailboxes during the final stretch of this election. The three mail pieces are available here, here and here.
LCVVF TAKE: LCV Victory Fund Vice President of Paid Communications and Elections Megan Jacobs said, “Whether it’s abortion rights or access to clean air and water, we know that Tammy Baldwin will fight for our personal freedoms while Eric Hovde and the MAGA Republicans and special interests backing him will fight to take them away. We’re making sure voters know that Hovde will support Trump at every turn, including his efforts to take away our rights.”
EMILYS LIST TAKE: Executive Director of Women Vote, the independent expenditure arm of EMILYs List, Melissa Williams said, “Wisconsin women should know that Sen. Baldwin and Vice President Harris have always had our backs. As Hovde and Trump celebrate the gutting of our rights and abortion bans sweep across the country, Sen. Baldwin and Vice President Harris will work together to restore our rights.”
LCVVF AND PARTNERS ENGAGE BLACK VOTERS THROUGH NEW AD CAMPAIGN: LCV Victory Fund and Climate Power Action, in partnership with Future Forward (FF PAC), launched new ads focused on engaging Black and young voters by emphasizing Harris’ commitment to lowering energy and food costs for working families and addressing climate issues, in contrast with former President Trump’s support for Big Oil.
LCVVF TAKE: LCV Victory Fund Senior Vice President of Campaigns Pete Maysmith said, “In the final weeks before election day, we are doing everything we can to engage all voters. With this latest wave of ads we’re making sure Black and young voters hear that Kamala Harris will look out for our families and communities, by lowering costs, building a clean energy economy, increasing access to clean air and water and tackling the climate crisis.”
CLIMATE POWER ACTION TAKE: Climate Power Action President Lori Lodes said, “The climate crisis often impacts Black communities and Black families first and hardest. In our newest ad, a father speaks to exactly what the starkly different plans from the two candidates mean for him and his daughter. The fact is Vice President Kamala Harris has delivered historic progress and has a record of holding Big Oil accountable, while Donald Trump is standing with Big Oil and their dangerous agenda.”
FUTURE FORWARD PAC TAKE: Future Forward (FF PAC) Senior Advisor Addisu Demissie said, “This powerful, emotional spot makes the consequences clear for people of electing Donald Trump – higher costs for struggling families. This continues to build on the work to make sure Black voters know the choice in this election between an economy that works for them and an economy that only works for the wealthy and the powerful.”
LCVVF LAUNCHES NEW EFFORT IN OHIO SENATE RACE: LCV Victory Fund launched a $1.5 million ad campaign supporting Senator Sherrod Brown in the Ohio Senate race and opposing Dirty Dozen member Bernie Moreno. Additional ads target Dirty Dozen members Representative Yvette Herrell in New Mexico’s 2nd House District for her pollution and public land record, and Representative Zach Nunn in Iowa’s 3rd House District for his alignment with corporate interests.
LCVVF TAKE: LCV Victory Fund Vice President of Paid Communications and Elections Megan Jacobs said, “In the final stretch of the Election Cycle, voters need to know that unlike Bernie Moreno, Sherrod Brown is standing up for people’s rights and looking out for the health and safety of our communities.”
LCVVF AND PRIORITIES USA MOBILIZE KEY VOTERS IN BATTLEGROUND DISTRICTS: LCV Victory Fund and Priorities USA Action launched a $2 million digital ad campaign to mobilize young voters and voters of color in 15 battleground congressional districts. The ads, running through Election Day, target low-propensity Democratic voters and build on LCV’s $18 million campaign to support pro-environmental candidates in the House. This effort is part of Priorities USA’s “Margins Project,” aimed at reaching voters often missed by traditional grassroots programs to help secure a Democratic House majority.
LCVVF TAKE: LCV Victory Fund Vice President of Paid Communications and Elections Megan Jacobs said, “This mobilization campaign is designed to meet voters where they are and ensure that they know that their vote is critical in this election. With MAGA House Republicans determined to roll back the historic climate progress made by the Biden-Harris administration, we need to elect pro-environmental candidates in the House who will build a clean energy economy and tackle the climate crisis.”

Priorities believes that the only way that Democrats win back the majority in the House is by expanding our reach to mobilize those who are often not included in traditional paid media programs. With our mobilization and digital expertise, in partnership with LCV Victory Fund’s deep relationships with voters in these districts, we know we will be able to effectively deliver an innovative mobilization strategy from now until November.”

WISCONSIN CONSERVATION VOTERS ENGAGES VOTERS ACROSS THE STATE: Wisconsin Conservation Voters (WCV) field program is engaging with voters across the state to turn out support for pro-environment, pro-climate candidates up and down the ballot in the upcoming election. By election day, the field program will have knocked on nearly 180,000 doors, and the campaign will have spent over $360,000 in digital ads in Senate Districts 8 and 30, and Assembly Districts 91 and 94, making this WCV’s largest independent state legislative campaign to date.
WCV TAKE: Wisconsin Conservation Voters Deputy Director Seth Hoffmeister said, “With fair district maps in place, this election could transform the state assembly from an anti-conservation, anti-environmental majority to pro-conservation, pro-democracy, and pro-environment one. We’re also focused on electing Jodi Habush Synikin to Senate District 8, so that her opponent Duey Stroebel’s long and destructive record on everything from voting rights to the environment ends. Voters understand how important this general election is, and what an impact it will have on finally freeing voters from more than a decade of the worst legislative gerrymander in the U.S. We want to ensure voters know the candidates who are working for issues they care about and who will fight for them in Madison.”
CHISPA TX HOSTS PEOPLE’S HEARING ON LNG: Chispa Texas, alongside environmental justice and frontline partners in Texas, hosted the People’s Hearing on Environmental Justice Impacts of LNG to hear from community members on how the rapid expansion of liquefied methane gas exports in Texas has impacted their lives. The hearing comes as the Department of Energy (DOE) is reviewing and updating the data and analysis used to evaluate LNG export license applications. It’s critical that the DOE hears from impacted community members and environmental justice communities to inform their analysis before opening the process for public comment.
