Transportation Appropriations (HR 12933). The vote is on the Lugar amendment to reduce the appropriation for the Urban Mass Transit Administration by $170 million. Environmentalists favor full funding, to encourage the use of mass transit instead of the private automobile. The use of bus and rail transit for commuting reduces air pollution and promotes energy conservation. The Administration opposed the amendment. Rejected 26-44; June 23, 1978. No is the correct vote.
