H.R. 39. The vote is on the Byrd cloture amendment to stop a filibuster by Senator Gravel so that the Senate could vote on a compromise Alaska Lands bill. After several victories by conservationists, Senate leaders took the Energy Committee’s bill off the floor to improve it and work out a compromise. But it was necessary to close off debate to allow even this compromise to pass. The Administration supported this motion. August 18, 1980. Passed 63-25. YES is the correct vote.
