Senator John Kennedy (R-LA) sponsored an amendment to S.Con.Res. 33, the Republican Senate budget resolution, which would facilitate legislation that could make voting harder for over a hundred million eligible voters. This would bypass the filibuster to allow passage of sweeping voter suppression legislation, such as S.1383, the SAVE America Act, that could eliminate online voter registration, mail voter registration, automatic voter registration, and voter registration drives, requiring all voter registration to happen in person and all registrants to provide documentary proof of citizenship such as a passport or birth certificate. A majority of all United States citizens do not have passports, many millions cannot readily access their birth certificates, and millions of Americans, particularly married women, do not have birth certificates showing their current legal names. It could require those documents when voting in addition to registering. This point of order would also facilitate legislation that could dramatically limit voting by mail, early voting in person, and critical election administration functions that allow state and local officials to serve their communities effectively. A healthy environment requires an inclusive democracy in which every eligible voter can register, vote, and have their vote counted. The contemplated legislation would severely undermine that right. On April 23, the Senate rejected the Kennedy motion to waive a point of order against his amendment by a vote of 48-50 (60 votes were needed for passage – Senate roll call vote 96).
