Senator Kevin Cramer (R-ND) sponsored S.J. Res. 61, a Congressional Review Act (CRA) resolution of disapproval, which would repeal the Federal Highway Administration’s (FHWA) rule setting a national performance management measure for greenhouse gas (GHG) emissions. The CRA is an extreme and blunt tool that is being used by anti-environmental members of Congress who want to permanently strip away protections for our environment, communities, wildlife, and natural heritage. S.J. Res. 61 would eliminate the FHWA’s framework that provides transparent and uniform, yet flexible, guidance to states on how to evaluate and track the GHG emissions impacts of their transportation investments. The GHG performance measure helps states set emissions reduction targets to ultimately maximize transportation benefits to their communities. On April 10, the Senate approved S.J. Res. 61 by a vote of 53-47 (Senate roll call vote 121). NO IS THE PRO-ENVIRONMENT VOTE. The House took no action on this legislation.
