Senator John Kennedy (R-LA) sponsored S.J.Res. 69, a Congressional Review Act (CRA) resolution of disapproval, which would reverse the U.S. Fish and Wildlife Service’s Barred Owl Management Strategy. The CRA is an extreme and blunt tool that is being used by anti-environmental members of Congress who want to permanently strip away protections for our environment, communities, wildlife, and natural heritage. The Barred Owl Management Strategy was created to help recover the Northern Spotted Owl, a species listed as threatened under the Endangered Species Act (ESA). The best available science demonstrates that removal of barred owls from spotted owl habitat is a highly effective tool for stemming the decline of the spotted owl and allowing them a chance to recover. This resolution would undermine the ESA, and could permanently block similar efforts to save the Northern Spotted Owl in the future. On October 29, the Senate rejected S.J.Res. 69 by a vote of 25-72 (Senate roll call vote 597). NO IS THE PRO-ENVIRONMENT VOTE.
