2021 Note: Representative Kim entered a statement into the Congressional Record noting how she would have voted on roll call vote 10, which would have been scored as pro-environment. It was reported that Representative Kim was isolating due to exposure to COVID-19 during roll call vote 10 but returned after testing negative to vote on roll call vote 11. Proxy voting was not allowed due to the rules governing the Electoral Count Act.
