Representative Jared Golden (D-ME) sponsored H.R. 2550, the Protecting America’s Workforce Act, to reverse Executive Order 14251, “Exclusions From Federal Labor-Management Relations Programs,” with which President Trump attempted to unfairly remove civil servants’ labor rights. Amid the Trump administration’s sweeping, unprecedented, and chaotic efforts to purge, politicize, and shrink the federal workforce, Executive Order 14251 sought to deny collective bargaining rights to 67% of federal employees, including 75% of those represented by unions at the time. Collective bargaining rights for federal civil servants are a critical safeguard not just for the employees themselves, but also for government agencies’ integrity and capacity to carry out their missions as mandated by Congress. By shoring up federal civil service protections, this bill would protect the ability of critical environmental agencies like the Environmental Protection Agency and Department of Energy to continue performing their functions. On December 11, the House approved H.R. 2550 by a vote of 231-195 (House roll call vote 332). YES IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation in 2025.
