Representative Andy Biggs (R-AZ) sponsored H.R. 115, the so-called Midnight Rules Relief Act of 2023, which would significantly expand the Congressional Review Act (CRA) by allowing Congress to eliminate dozens of administrative rules with one resolution instead of weighing each federal safeguard with separate resolutions. The CRA is an extreme and blunt tool that is being used by anti-environmental members of Congress who want to permanently strip away protections for our environment, communities, wildlife, and natural heritage. Further concentrating congressional power and circumventing appropriate discussion and consideration would put our environment and communities even more at risk. On December 17, the House approved H.R. 115 by a vote of 210-201 (House roll call vote 509). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation.
