Representative John Joyce (R-PA) sponsored H.R. 1435, the so-called Preserving Choice in Vehicle Purchases Act. This bill would block California and at least a dozen other states from setting stringent cleaner cars standards. In March of 2023, the Environmental Protection Agency (EPA) reaffirmed states’ authority under the Clean Air Act to set such standards, which result in cleaner air, deliver consumer savings on the cost of owning a car, and tackle the climate crisis. Exposure to air pollution from cars and SUVs increases the risk of asthma attacks, strokes, heart attacks, cancer, and premature death. Low-wealth communities and communities of color, especially those who live near major roads and highways, are disproportionately exposed to such pollution. Additionally, strong regulations for cars and light trucks would help to tackle climate change since the transportation sector is the largest source of U.S. climate pollution. These standards would help provide consumers with a broader range of internal combustion engine, hybrid, and electric vehicle options. On September 14, the House approved H.R. 1435 by a vote of 222-190 (House roll call vote 391). The Senate took no action on this legislation.
