Chair Rosa DeLauro (D-CT) sponsored H.R. 8294, the Transportation, Housing and Urban Development, Agriculture, Rural Development, Energy and Water Development, Financial Services and General Government, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act, 2023, which would provide strong funding to confront climate change, promote public health, advance environmental justice, and preserve public lands. This bill would fund the Environmental Protection Agency and the Department of the Interior at their highest levels in history, including funding for a Civilian Climate Corps, reclaiming abandoned mines and capping orphaned oil and gas wells, increasing environmental compliance monitoring, enforcement, and cleanup, and $301 million for environmental justice activities, a huge boost over the previous fiscal year. The bill would invest in clean drinking water and wastewater systems, honor the federal government’s responsibilities to Indigenous Peoples, fund critical wildlife conservation and endangered species programs, and equip our country with resources to combat record wildfires in the West. The bill would also remove long-standing harmful policy riders that attack imperiled species, reproductive health, the environment, and campaign integrity. On July 20, the House approved H.R. 8294 by a vote of 220-207 (House roll call vote 383). YES IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on these appropriations bills and their robust funding levels were not included in the year-end omnibus package signed by the president on December 29.
