Chair Zoe Lofgren (D-CA) sponsored H.R. 8873, the Presidential Election Reform Act, to modernize the casting and counting of electoral votes for presidential elections, protect against election subversion, expedite judicial review of presidential election disputes, clarify the congressional process for certification of electoral votes, and secure the peaceful transfer of power. This bill was proposed in reaction to a multifaceted effort by former President Donald Trump and his allies in and outside of Congress to overturn the results of the 2020 presidential election, which he lost. Those efforts included attempts to alter or block certification of certain states’ electoral votes, bad-faith interpretations of the Electoral Count Act of 1887, and the January 6 white supremacist insurrection at the U.S. Capitol, which resulted in multiple deaths. Though lacking critically needed protections for voting rights and other core elements of our democratic system, this bill represents an important bipartisan effort to secure future presidential transitions and electoral-vote certifications. On September 21, the House approved H.R. 8873 by a vote of 229-203 (House roll call vote 449). YES IS THE PRO-ENVIRONMENT VOTE. A similar bill was included in H.R. 2617, the Consolidated Appropriations Act of 2023, which was signed into law by the president on December 29.
