Representative Chris Smith (R-NJ) sponsored an amendment to H.R. 3838, Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act (NDAA) for FY26, which would require the secretary of defense to certify that offshore wind projects in the North Atlantic and Mid-Atlantic planning areas would not interfere with radar and sonar performance and capabilities. It also would require the Department of Transportation inspector general to conduct a study to determine if offshore wind projects could interfere with radar. This bad faith amendment falsely contends that there have been insufficient reviews for offshore wind projects, when the truth is that the Bureau of Ocean Energy Management is required and has already performed substantial reviews in close consultation with the Department of Defense. The Trump administration’s recent claims that offshore wind impacts radar capability or has other classified national security impacts have been quickly rebuffed by federal judges. These attacks on offshore wind are based on misinformation and are simply meant to slow the deployment of a critical clean energy technology and delay the transition away from dirty fossil fuels. On September 10, the House rejected the Smith amendment by a vote of 209-224 (House roll call vote 250). NO IS THE PRO-ENVIRONMENT VOTE.
