Transportation Appropriations (HR 14234). The vote is on the McFall amendment to concur with Senate action placing a ceiling on spending obligations for FY 1977 highway programs. The Senate called for a ceiling of $7.2 billion, but the provision allows Congress to change this figure before the beginning of FY 1977. Passage of the measure would prevent the Public Works Committee from exceeding the established spending ceiling. August 3, 1976. Passed 226-167. YES is the pro-environment vote.
