HR. 4289. Supplemental Appropriations for fiscal 1979. The vote is on the Fish amendment to provide an additional $125 million for discretionary capital grants for urban transportation. This money would be used to invest in new capital equipment such as buses and subway lines, and is essential both for the expansion and continued operation of urban mass transit systems. Attractive mass transit systems provide a desperately needed alternative to our clogged and polluting highways for getting commuters to and from work. The amendment came up suddenly and there was no time for the Carter Administration to take a position. Rejected 127-270. June 6, 1979. Yes is the correct vote.
