The environmental and economic advantages of a strong federal program to insulate the homes of the poor are noted above. This vote was on the final passage of the weatherization bill, which extended aid for the insulation of low income homes at the current levels of around $200 million.
Weatherization and Employment Act, H.R. 2615, adopted 222-157; January 24, 1984. YES is the pro-environmental vote. The Reagan Administration opposed the weatherization program. In the end, Congress authorized $191 million.
