Representative August Pfluger (R-TX) sponsored H.R. 6409, the so-called Foreign Emissions and Nonattainment Clarification for Economic Stability (FENCES) Act, which would allow areas of the country with polluted air violating Environmental Protection Agency (EPA) standards to blame their pollution on foreign emissions as a means of avoiding taking tangible and commonsense measures to protect public health and air quality. This bill gives free passes to states and industries to avoid cleaning up their own pollution, and forces everyday people to pay the price by breathing health-harming, polluted air. On April 16, the House approved H.R. 6409 by a vote of 220-208 (House roll call vote 116). NO IS THE PRO-ENVIRONMENT VOTE.
