Representative John Joyce (R-PA) sponsored H.R. 6398, the so-called Reducing and Eliminating Duplicative Environmental Regulations, or the RED Tape Act, which would remove the requirement under the Clean Air Act for the Environmental Protection Agency (EPA) to review new construction projects or other agency actions that also require review under the National Environmental Policy Act (NEPA). Larger projects that trigger NEPA also often have significant and complex impacts to air quality, and EPA’s expertise evaluating these impacts is crucial. Eliminating this requirement would undermine our progress towards cleaner air and limit the EPA’s ability to fulfill its mission of protecting human health and the environment. On April 16, the House approved H.R. 6398 by a vote of 222-205 (House roll call vote 118). NO IS THE PRO-ENVIRONMENT VOTE.
