Chair Virginia Foxx (R-NC) sponsored H.Res. 590, which would concur with the Senate amendments to H.R. 4, the Rescissions Act of 2025, which rescinds over $9 billion in congressionally appropriated funding to international aid programs and public broadcasting. The bill cuts nearly half a billion dollars in funding that was previously appropriated with bipartisan support to help other countries recover from climate-fueled disasters and build clean energy projects around the world. Additionally, by cutting funding for public broadcasting, a pillar of the free press and a healthy democracy, this bill defunds lifesaving emergency alert systems that are essential tools during climate change-fueled natural disasters, especially in rural communities and when internet and cellular service is unavailable. These partisan rescissions cede U.S. global leadership on climate action and undermine congressional checks on the president and future bipartisan dealmaking on government funding. On July 18, the House approved H.Res. 590 by a vote of 216-213 (Roll call vote 203). NO IS THE PRO-ENVIRONMENT VOTE. The president signed H.R. 4 into law on July 24.
