Representative Chuck Fleischmann (R-TN) sponsored H.R. 4553, the Energy and Water Development and Related Agencies Appropriations Act for FY26, which would cut Department of Energy (DOE) funding for clean energy innovation, grid modernization, and energy efficiency. The bill undermines American competitiveness by slashing investments in technologies that lower energy costs, reduce pollution, and create jobs. It also includes harmful policy riders that would weaken environmental protections and block energy efficiency measures that save consumers money. On September 4, the House approved H.R. 4553 by a vote of 214-213 (House roll call vote 239). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on H.R. 4553, however, Congress passed a bipartisan Fiscal Year 2026 Energy and Water Development appropriations bill as part of a minibus package in January 2026, and the president signed it into law on January 23.
