Representative Mike Collins (R-GA) sponsored H.R. 3898, the Promoting Efficient Review for Modern Infrastructure Today, or PERMIT Act, which would weaken our clean water safeguards and shield polluters from responsibility for destroying our streams, wetlands, and other waters. This bill includes over 20 provisions that would harm public health and frontline communities, including making it easier for polluters to dump toxics like PFAS and massive amounts of pesticides into our waters, fast-tracking permitting for destructive oil and gas pipelines, severely limiting judicial review and public input, and hamstringing states’ and Tribes’ ability to protect their own waters. On December 11, the House approved H.R. 3898 by a vote of 221-205 (House roll call vote 330). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation in 2025.
