Representative Chuck Fleischmann (R-TN) sponsored H.R. 4553, the Energy and Water Development and Related Agencies Appropriations Act for FY26, which would cut funding to key Department of Energy programs that support clean energy innovation, grid modernization, and energy efficiency. The bill undermines American competitiveness by slashing investments in technologies that lower energy costs, reduce pollution, and create jobs, while including harmful policy riders that block efficiency measures that save taxpayers money and weaken environmental protections. On September 4, the House approved H.R. 4553 by a vote of 214–213 (House roll call vote 239). NO IS THE PRO-ENVIRONMENT VOTE.
