In companion legislation to S. 921, which would strengthen and extend the Endangered Species Act (ESA), the House is considering H.R. 2043 (see Senate cosponsorship No. 13 for a full explanation). The House version was introduced by Merchant Marine and Fisheries Committee Chair Gerry Studds (D-MA), committee member Jim Saxton (R-NJ), and Energy and Commerce Committee Chair John Dingell (D-Ml).

The League of Conservation Voters considers cosponsorship of H.R. 2043 to be an important pro-environmental action. Currently, there are 105 House cosponsors.

In a competing action, Rep. Billy Tauzin (D-LA) has introduced the Endangered Species Act Procedural Reform Amendments of 1993 to drastically weaken the ESA. This bill would require extensive review of the proposed listing of a plant or animal even when there is no substantial disagreement among scientists. It would allow entire multi-state regions of the country to be exempt from nearly every requirement of the act. It would obviate the federal government’s duty to avoid degrading critical habitat, and substitute captive breeding programs for habitat protection wherever possible in recovery plans. This bill would also strip conservation groups of the right to sue anyone other than the federal government to prevent violations of the act.

The League of Conservation Voters considers cosponsorship of H.R. 1490 to be an anti-environmental position. Currently there are 93 cosponsors.
