Representative Lee Terry (R-NE) sponsored H.R. 3, the Northern Route Approval Act, which would remove the requirement for a Presidential Permit to build the risky Keystone XL tar sands pipeline, eliminating the Obama Administration’s ability to complete adequate safety and environmental impact studies on the project. The Keystone XL pipeline would transfer the world’s dirtiest and most carbon-polluting oil through the American heartland to be exported at an international shipping port on the Gulf Coast. The pipeline would threaten our waterways and agricultural lands with oil spills and dramatically worsen climate change, while doing nothing to increase America’s energy security.  On May 22, the House approved the H.R. 3 a vote of 241-175 (House roll call vote 179). NO IS THE PRO-ENVIRONMENT VOTE. Although the Senate passed the non-binding Sense of the Senate Hoeven amendment in support of the Keystone XL pipeline on March 22, it did not act on this bill and a final decision is expected from President Obama in 2014.
