Representative Michael Burgess (R-TX) offered an amendment to H.R. 4923, the Energy and Water Development and Related Agencies Appropriations Act, 2015, which would prevent the Department of Energy (DOE) from implementing or enforcing commonsense energy efficiency standards for light bulbs. Rolling back these standards, which were enacted in 2007 with strong bipartisan and industry support, would threaten jobs, cost consumers money, and worsen pollution. It would also allow foreign manufacturers to sell old, inefficient light bulbs in the United States, which is unfair to domestic manufacturers who have already invested millions of dollars in plants that can produce more efficient bulbs that meet the standards. On July 10, the House approved the Burgess amendment by a vote of 226-193 (House roll call vote 393). NO IS THE PRO-ENVIRONMENT VOTE. The Burgess amendment was included in H.R. 83, the FY 15 spending deal (also referred to as the CRomnibus), which was signed into law by President Obama on December 16.
