Representative Gary Palmer (R-AL) sponsored H.J.Res. 20, a Congressional Review Act (CRA) resolution of disapproval, which repeals the Department of Energy’s (DOE) energy conservation standards for gas-fired tankless water heaters. The CRA is an extreme and blunt tool that is being used by anti-environmental members of Congress who want to permanently strip away protections for our environment, communities, wildlife, and natural heritage. This resolution blocks new money-saving efficiency standards, forces customers to rely on outdated, inefficient technology, and stalls innovation towards better, more efficient products. Gas appliance efficiency standards can relieve stress on pipelines, gas supplies, and already tight water supplies. The standards also support the energy efficiency industry that employs millions of people in nearly every county and lead to improved indoor and outdoor air quality and public health, particularly in low-wealth and communities of color communities disproportionately impacted by air pollution. On February 27, the House approved H.J.Res. 20 by a vote of 221-198 (House roll call vote 53). NO IS THE PRO-ENVIRONMENT VOTE. The Senate approved H.J.Res. 20 on April 10, and the president signed it into law on May 9.
