Land Use Policy Planning and Assistance Act of 1974 (H.R. 10294). The vote is on the rule to allow the House to debate a bill which provided grants to states to establish land use programs that would regulate development in areas of Òcritical environmental concernÓ and around key facilities such as airports and highway interchanges. Environmentalists have long advocated the need for a federal land use bill to control irresponsible and destructive development. The Nixon Administration had once considered land use a number one priority, but switched its position and opposed the bill at the last moment. June 11, 1974. Rejected 204-211. Yes is the correct vote.
