Representative Julie Fedorchak (R-ND) sponsored H.R. 3062, the Promoting Cross-border Energy Infrastructure Act, which would effectively exempt oil and gas pipelines to or from Canada or Mexico from environmental review under the National Environmental Policy Act by requiring the Federal Energy Regulatory Commission (FERC) to approve all cross-border pipelines within 30 days, an unreasonable timeline that would effectively preclude adequate public input or analysis of potential environmental or consumer harm. Decreasing scrutiny for cross-border pipelines would lead to increased air and water pollution and deny affected communities sufficient input opportunities. On September 18, the House approved H.R. 3062 by a vote of 224-203 (House roll call vote 277). NO IS THE PRO-ENVIRONMENT VOTE.
